Minimum Qualification for Admission (for Indian Students):

As per the Graduate Medical Education Regulations, 1997, of the Medical Council of India, the minimum qualification for Indian students for admission to any Foreign Medical Institutions is as follows:

  • He/she shall complete the age of 17 years on or before the 31st of December, of the year of admission to the MBBS course.
  • He/she must have passed in 10+2 or equivalent examination in the subjects of Physics, Chemistry, Biology and English individually and must have obtained a minimum of 50% marks taken together in Physics, Chemistry and Biology at the qualifying examination as mentioned in clause (2) of regulation 4.
  • He/she must have qualified the NEET.

Right to Register and Privilege to Practice in India as per MCI Act and NMC Act

All Indian citizens, possessing a primary medical qualification, awarded by any medical institution outside India, who are desirous to get Provisional or Permanent Registration with the Medical Council of India or any State Medical Council on or after the 15th of March, 2002, shall have to qualify a Screening Test, which will be conducted by the National Board of Examinations, Ansari Nagar, New Delhi 110029, as per the provisions of the Indian Medical Act, 1956 (as amended) and the Screening Test Regulations, 2002, which has been notified in Part III Section 4 of the Gazette of India Extra-ordinary issue dated the 18th of February, 2002. The Screening Test will be conducted twice a year as per the Schedule of Examination to be announced by the National Board of Examination, New Delhi. There shall be three papers of Multiple-choice questions in pre-clinical, para-clinical and clinical medicine and its allied subjects including Obstetrics & Gynecology. The language of the Test shall be English. The test for each paper will be of three hours duration. A candidate has to obtain a minimum of 50% marks in each paper separately for passing the Screening Test. No candidate shall be allowed to appear for the Screening Test unless:

  • He/she is a citizen of India and posses any primary medical qualification, either whose name and the institution, awarding it, is included in the World Directory of Medical Schools, published by the World Health Organisation; or which is confirmed by the Indian Embassy concerned to be a recognised qualification for enrolment as medical practitioner in the country in which the institution, awarding the said qualification, is situated;

Once the candidate passes the Screening Test and completes the requisite internship, he is entitled for registration with the Medical Council of India with the consequent right of medical practice in India.

The Smolensk State Medical University, Smolensk, Russia is included in the World Directory Of Medical Schools, published by the World Health Organisation and award degree, which is a recognised qualification for enrolment as medical practitioner in the country in which the institution awarding the said qualification is situated and thus is recognised by the Medical Council of India as per the MCI act stated above.

 A new Act of the National Medical Commission (NMC) of India came in effect from 18th November 2021.

All requirements of the new NMC act will be satisfied by the Graduates of the Smolensk State Medical University. The requirements of NMC are as follows:

1. Minimum duration of the eduction should be 54 months. (At SSMU, it is more than 54 months.)

2. A Rotatory Clinical Internship of 12 months. (At SSMU, it is more than 12 months.)

3. A Licence to practice medicine from the Country of medical education. (Within 15 days of receiving of Degree, a Licencing examination is conducted at the SSMU. The syllabus for this examination is same as for the final examination of the medical education.)

Fee Structure for Admission Year 2024:

 TO BE PAID IN RUSSIA:

Fee structure is stated in USA Dollars. Fee has to be paid every year not later than 30th September of that year for that academic year. Fee is only to be paid in cash or through NOSTRO bank transfer (Bank drafts, bank cheques, bank orders etc. are not accepted). Once a student is admitted to any faculty of the Smolensk State Medical University, his fee structure is settled for the whole period of his studies and will not be changed. These fees are strictly non-refundable.

TUITION FEE FOR MEDICAL FACULTY (ENGLISH MEDIUM): 

The Smolensk State Medical University is working with the Cosmos Educational Consultants since 2002. The Smolensk State Medical University with the financial support of Dr. Alok Aeron, Director of the Cosmos Educational Consultants has declared a scholarship* of USA Dollars 500 every year during all years of education to all students of India taking admission in 2023/2024 academic year.

 (* If a student fails in any of the subjects during any year of education, the scholarship will be discontinued from that year.)

NOTE: While studying in Smolensk State Medical University, if for any reason, a student wishes to change the medical university then before getting a transfer certificate, the student will have to pay full tuition fee of remaining years of his studies in Smolensk State Medical University.

Expenses in India:

TO BE PAID IN INDIA:

Cosmos Educational Consultants will charge an amount of Indian Rupees 1,50,000 in India as consultancy fee as stated in 'Fee Structure Certificate'. This should be paid only as a bank draft drawn in favor of 'Cosmos Educational Consultants' payable at Bikaner or cash. This consultancy fee will not be refunded in case if a student after submitting his application form later on decides not to seek admission for what so ever reason may be.

Cosmos Educational Consultants will provide to students, who will get admission, following items without any payment:

  1. Admission letter from the Smolensk State Medical University.
  2. Copy of student's invitation letter (Original goes to Consulate of Russian Federation).
  3. Visa fee (Paid to Embassy of Russian Federation).
  4. One way Air ticket for Delhi-Moscow.
  5. Transportation by road from Moscow airport to Smolensk.
  6. One Indian meal on arrival.
  7. A five-minute telephone call to parents on arrival.

On the first arrival of the candidates to Moscow:

  1. To receive the candidate at the Moscow Airport.
  2. To provide transport from the airport to the Smolensk State Medical University.
  3. To provide an Indian meal on arrival.
  4. To provide furnished accommodation in the hostel.
  5. To provide a five minute telephone call to India.
  6. To provide police registration in the local department of internal affairs.
  7. Student will be looked after for the first semester (in case of girl students for the first two semesters) after which usually a student becomes self-dependent.
  8. A monthly well-being information of the student can be provided to the parents on telephone, cost of which will be borne by the student.
  9. A report of the first two semesters will be posted to the parents informing about student's academic, social, health and economical behaviour.
  10. To guarantee on completion of the course, the granting of the degree or certificate as per the chosen course on the Russian government prescribed format by the Smolensk State Medical University to every successful student.
  11. To arrange health care of a student and to organize medical insurance for students for the whole period of their stay in Russia, the cost of which will be borne by the student.

Required documents:

  1. Mark sheet of 10+2 in original and 3 notary attested copies.
  2. Secondary certificate stating date of birth in original and 3 notary attested copies.
  3. Passport size 20 coloured photographs.
  4. A recent AIDS test report.
  5. A valid Indian passport.

Procedure of Application and Admission:

Cosmos Educational Consultants will select the applicant on the basis of terms and conditions, which are dictated by the Smolensk State Medical University, Russian Government, Indian Government and the National Medical Commission (NMC) of India.

Applicant should fill an application form provided by Cosmos Educational Consultants.

Within 30 days Cosmos Educational Consultants will provide the applicant with admission letter from the Smolensk State Medical University. Cosmos Educational Consultants will then help in fulfilling the requirements for applying for student's entry visa from Russian Embassy. Students are requested to obtain their passports well before departure to Russia. Candidates will then receive student's visa from Russian Embassy. A list of necessary items, taken along to Russia, will be given to the candidate. He will prepare himself for the journey, according to this list, which plays an outline to explain what to carry and what not to take along. A paper, explaining what to do at airport, will also be given to the candidate. The student will then be provided with an air ticket for journey of New-Delhi Moscow.

The students will fly to Moscow in batches. On arrival at Moscow airport Cosmos Educational Consultants representative will receive them. Then they will travel to Smolensk with Cosmos Educational Consultants representative. Cosmos Educational Consultants will provide the transportation. On reaching the hostel they will be provided with an indian meal. The student will immediately be provided with a room. The rooms in the hostels are two and three bedded and fully furnished. After this the student will be provided with a 5-minute telephone call to India.Students will start attending classes within a short period, after completion of all the admission formalities.

Cost of Living in Russia for a student:

The cost of living in Russia for a student varies from city to city. The average cost of living (excluding food) in Smolensk, as it has been observed by Cosmos Educational Consultants after a long experience, is 50 USA Dollars per month (approximately Rs. 4000/-) but this may vary depending upon lifestyle of an individual.
